“三峡库区水环境监测与模拟” 国际科技合作基地于2018年10月22-25日召开以“水环境监测与模拟暨西南大学国家级国合基地的发展”为主题的国际研讨会,于10月24日上午8:30在西南大学35教(资源环境大楼)215室举行研讨会开幕式。会议邀请到国内外水文科学方面的专家,包括曾兼任国际水资源协会(IWRA) 主席的夏军院士、陈求稳、David HamiltonMike McKay等进行最新成果方面的相关报告,同时将成立“国合基地专家委员会”、进行“国合基地年度交流学术会”,以及建立“重庆水污染监测与模拟联合研发中心”相关事宜。此次会议将加强国家级国合基地的建设,促进国内外学术交流,并提升三峡库区水资源管理的理论和实践。

Conference Introduction

The National Base of International Science and Technology Collaboration on Water Environmental Monitoring and Simulation in Three Gorges Reservoir Region (WEMST) will hold an international workshop with the theme of "Inland Water Monitoring and Simulation and Development of WEMST" from October 22 to 25, 2018. The workshop will take place from 8:30 a.m. in Room 215 of 35 Teaching (Resources and Environment Building) of Southwest University on October 24, 2018.

Experts in hydrology domestic and abroad, including academician Xia Jun, who also served as chairman of the International Water Resources Association (IWRA), and Drs. David Hamilton, Chen Qiuwen, Mike McKay etc., are all invited to report on the latest achievements. At the same time, the Scientific Committee for WEMST and an Academic Meeting of WEMST, and a joint research and Development Center for water pollution monitoring and Simulation in Chongqing will be established.

The workshop will strengthen the construction of WEMST, promote academic exchanges at home and abroad, and enhance the theory and practice of water resources management in the Three Gorges reservoir area and abroad.

会议于20181022-25日召开。会议前期考察:1022日上午8:00从西南大学出发前往重庆云阳,下午坐船考察澎溪河、磨刀溪;1023日上午8:00从云阳出发前往重庆涪陵考察,考察结束后返回西南大学休息;1024日上午8:30在西南大学35教(资源环境大楼)215室举行研讨会开幕式,1025日从上午8:30在西南大学35教(资源环境大楼)201室继续开展会议报告。

Participants’ Introduction

Jun Xia

Prof. Jun Xia is the member of Chinese Academy of Sciences (CAS), and Chair Professor & Director, The Research Institute for Water Security (RIWS), Wuhan University, also Director, Center for Water Resources Research (CWRR), CAS and also Distinguished Professor, Key Lab. of Water Cycle & Related Land Surface Processes, Chinese Academy of Sciences (CAS). He has ample experiences on leading hydrology, water resources research, managing and consulting jobs in China and international activities since 1987. He was severed as the President of International Water Resources Association (IWRA, 2009-2012), Board Governor of World Water Council (WWC, 2009-2015), and Co-Chair, InterAcademy Council for Water Programme (IAC-WP) and so on. Honor Vice President, International Association of Hydrologic Sciences (IAHS), and Chair, Working Group on Representation of Developing Countries (WGRDC) for IAHS since 2014. He was awarded 2014s International Hydrological Prize -Volker Medal, given by IAHS, UNESCO and WMO on April 24, 2014, and also awarded 2017 State Natural Science Award in China.

Huaidong Zhou

Prof. Zhou is the Chief Expert of National Water Project Three Gorges Project, Senior Engineer, and the member of China Water Quality Committee. He served as Director of the Water Environment Institute of China Institute of Water Resources and Hydropower Research and Director of China Water Environment Research Institute.

Wei Zhou

Prof. Wei Zhou is the Former inspector and deputy director   of the Three Gorges Office of the State Council. He is the special professor of the Institute of Geography of the Chinese Academy of Sciences, lecturer of the Chongqing Research Institute of the Chinese Academy of Sciences, visiting professor of Southwest University and expert in the Ministry of Science and Technology. He has been engaged in water environment management and ecological environment monitoring and management for a long time.

Qiuwen Chen

Prof. Chen is the member of State Key Laboratory of Environmental Aquatic Chemistry, Research Center for Eco-environmental Sciences, Chinese Academy of Sciences, 18 Shuang-qing Road, Beijing 100085, China. He was awarded the 1st prize of ‘Dayu Award’ ,the 2nd prize of ‘Dayu Award’ ,‘100 Talents’ of Chinese Academy of Sciences, Arthur Thomas Ippen Award.

Hucai Zhang

Prof. Zhang is the member of the ‘Talents Program’ of Chinese Academy of Sciences, working in the School of Tourism and Geographical Science of Yunnan Normal University, and majored in lake sediments and environment and climate change.

Xinping Chen

Prof. Zhou is a distinguished professor and doctoral supervisor of the College of Resource and Environment in Southwest University, and the member of the sixth, seventh and eighth Fertilizer Appraisal and Registration Committee of the Ministry of Agriculture and the eighth Academic Committee of the Chinese Academy of Agricultural Sciences.

David Hamilton

Formerly Professor, University of Waikato, currently Deputy Director, Australian Rivers Institute, Griffith University. His research interests are in lake water quality modelling, cyanobacteria harmful algal blooms and sensors for measuring lake parameters.

Philippe Van Cappellen

Prof. Philippe Van Cappellen is a distinguished professor of   the Department of Earth and Environmental Sciences in Waterloo University , Ontario, N2L 3G1, Canada. Major research interest on Mineral-water interactions: surface chemistry of minerals, kinetics of mineral nucleation, growth and dissolution, biomineralization. And Water and elemental cycles, global change, sustainability: carbon and nutrient cycles, land-ocean transition, coastal ecosystems, groundwater-surface water interactions, urban environments, environmental health.

Erik Jeppesen

Professor at Institute of Bioscience and the Arctic centre at Aarhus University (AU). Major research interest on aquatic ecology with special emphasis on the biological structure and interac-tions with the nutrient dynamics and climate in lakes.

Catherine Moore

Senior groundwater modeller and Team Leader of Groundwater Modelling of GNS Science. Expertise in groundwater modeling including contaminants transport, groundwater-surface water interaction, integrated hydrological.

Deti Xie

Professor in Soil and Environmental Science,   in Southwest University, China. 149 papers and books have been published by his team. His team ranks the top three interms of external funding in Southwest University.

Lei Zhang

Associate Professor in Soil Science and Environmental Microbiology, Southwest University, China and, Director of The National Base of International Science and Technology Collaboration on Water Environmental Monitoring and Simulation in Three Gorges Reservoir Region. Dr. Zhang is specialized in monitoring the changing water quality during inter-watershed water diversion and developing the strategies to improve water quality of the source water.


Introduction of WEMST(WEMST 简介)

三峡水库建成后,其水体保护已经成为一个举世瞩目的问题,植被、土壤、水质、气候等科学问题亟待进行研究, 引进先进技术、管理模式迫在眉睫。重庆市在该领域与加拿大温莎大学开展合作,经过前期对接,双方达成共识成立了“中加三峡水域科学研究中心”,该中心成为国内唯一的致力于三峡库区生态研究和保护的机构。为推动合作的更加深入,搭建起三峡库区的水资源保护与世界水资源保护先进研究机构联系的桥梁,获得国际著名机构先进经验和教训,保护和利用好三峡库区水资源,本基地申报为国家级科技部国际科技合作示范型基地,作为长江干流上唯一的水资源国家级国合基地,将以开放的机制、建成联合研究团队,对三峡水域的水资源利用、水土保护等展开深入研究。

目的和背景:

三峡水库是世界上最大的人造淡水水体之一,2009年底三峡工程在完成蓄水近400亿立方后,长江航道的660km回水已经将长江中游变为一个高度调度中的水库型湖泊,根本性地改变了原有河流系统的水文和生态功能。三峡库区内高度密集的人口、96.12%山地丘陵和65.15%耕地为坡耕地的脆弱生态、25.15%淹没农田和大面积的消落带,无不潜伏着库区水质和生态退化的风险。同时,三峡水库独特的冬夏调水方式使得三峡库区水资源和生态管理在世界范围内没有参照,给向世界科技界提出了挑战。鉴于三峡工程所引起的环境改变的规模之大,程度之复杂,我们迫切需要一种综合的、多学科的、立足生态系统的体系和方法来评估和应对三峡库区、长江及沿海流域可持续发展、水质和生态系统健康所面临的威胁。

通过国合基地近年的研究表明库区水体长期处于营养盐过剩,是水文过程直接导致水华发生;系统地厘清了导致库区支流水华发生的重要原因是蓄水期的水体分层,该结论可用于预测水华发生的时间和地点。但目前由于手段的缺乏,还不能对整个三峡库区水质现状和富营养化风险进行定量的分析与评估。然而这是非常关键的,能帮助我们摸清三峡库区不同区域的流场和水质变化规律,找到生态潜在恶化的驱使原因,从而建立水质和生态恶化的预警系统,并为局部至整个区域的水环境净化研究和污染控制提供正确的指导方向。与此同时,水体富营养化、农业面源污染和陆地-水体一体化生态保护已经成为全球性的环境问题和研究热点。如北美五大湖中的埃里湖Lake Erie上世纪60-80年代曾是死湖一潭,情况甚于今天的太湖。经过社会各界数十年的努力,埃里湖于本世纪初重新成为世界重要渔场和周边城市饮用水源。但2010年起,埃里湖连年出现严重水华,以致湖边俄亥俄市20158月一周停止供应自来水。类似的情况在欧洲、澳洲等的大型河流、湖泊等水体愈益频繁出现,使得世界各国和著名水资源机构投入大量人力和物力进行研究和治理。

重庆市涪陵区南沱镇龙王沟小流域紧靠长江干流,主要种植作物为水稻、玉米、榨菜、柑橘,长期的良种高肥生产模式导致土壤退化及大量的化肥淋失,农业面源污染问题严重。监测基地建成后的小流域面源污染监测站不仅可以全天候不间断自动获取农田径流和壤中流水样,以全面监测地表和土壤中营养物质;而且,依据课题组设计的施肥方案,在肥料滴灌系统和自动泵的配合下,还可以完成农田滴灌的自动化和营养循环利用。面源污染远程自动监测站技术来源于加拿大农业部位于安大略省南部埃里湖边的“Greenhouse and Processing Crops Research Centre”(温室和农产品加工研究中心)。

国合基地将通过积极推进国际各方合作,突破学科、国界限制,利用国内外先进的水域生态研究和保护的科学和技术,综合分析和建立三峡库区的生态现状和负荷;揭示气候变化对三峡库区的影响;在世界范围内综合借鉴、消化和引进大型水资源生态保护的先进经验,产生适用于三峡库区的监测和水体净化的创新性科学理论和技术产品,研制对库区生态退化的预警和预防体系,实现洁净库区水体、改善库区生态的目的。由于水资源退化命题的世界性,在库区所获得的科学技术等研究成果将可以在世界范围内运用,帮助东南亚等的国家和地区改善水域生态系统,保持地区的可持续发展。

主要参与单位:加拿大滑铁卢大学、温莎大学、云南大学、云南师范大学、三峡大学、加拿大农业部“温室和设施农业研究中心”、丹麦水利学研究所、新西兰地质与核科学研究所、澳大利亚联邦科学与工业研究组织土地与水资源部研究机构合作等世界上最先进的水资源研究机构联合。

主要任务:以三峡库区水资源环境为切入点,与世界上先进的水资源研究机构联合,研究在变化环境中净化和保护三峡水资源的先进科技,研发水质退化的预警预防的理论与技术;将基地发展成一个集中水体-陆地-生态一体化的国际合作研发平台;建成我国淡水资源研究和管理的国际化人才培养基地。

Upon finishing construction, the Three Gorges Reservoir (TGR) has attracted worldwide attention. Many are astonishing for the sheer volume of conserved water and the elephantine dame body, but the truly imminent problem emerges: How can we protect the rich and diversified TGR ecosystem and local environment? It is a necessity to introduce innovated technologies and management ideas to explore and preserve the local plant species, soil property, water quality and stabilizing regional climate.

Chongqing Municipal and Windsor University take hands together to support the research of TGR protection, and The China-Canada Three Gorges Water Science Centre (CCTW) is found for that purpose. As the only institution purports at preserving the ecosystem of TGR, CCTW is now committed to bridging the research of hydrology conservation at TGR with other similar institution under a worldwide scope. CCTW belong to the International Science and Technology Cooperation Demonstration Base of National Science and Technology Cooperation of China, which is the only national water resources base in the Yangtze River mainstream, and the opening mechanism designation for joint research team will lay a concrete foundation for future research of water resources utilization and soil protection of TGR.

Aim and background:

TGR is one of the biggest man-made water bodies, the original hydrology and ecosystem were fundamentally changed since late 2019 when about 630 km of river channel was impounded with 40 billion cubic meters of water after the construction of Three Gorges Dam (TGD). The water quality and regional ecosystem are

overshadowed by the high-populated residential area, hilly terrain, slope farmland, and the vast alternated submerged zone. The unique water allocating management make no references for TGR and renders a challenge for the hydrology research scholars worldwide. Given the enormous environment change latitude and complexity of TGR, a comprehensive, cross-disciplinary and most of all, ecosystem-based research system is in great need to ensure the water quality conservation, ecological protection and sustainable development of TGR watershed. The water of TGR is eutrophic for a long time, according to a surveying of CCTW, and it is the hydrological incentives that lead to such a result. Furthermore, the stratified water layer during water storage period is an essential factor in the formation of water bloom in branches. A paucity of practical methods makes the quantifying and evaluation of water quality at TGR difficult. Equip with advanced technology derived from international corroboration, an early warning system can be established and the corresponding research can provide valuable references for the water purification and pollution control.

Eutrophication, non-point pollution, and land-water protection are global environmental issues. Lake Erie, one of the Great Lakes, was a “dead pool” in the 1970s. Through decades of efforts, Lake Erie finally became an important fishing farm and drinking resource at the beginning of this century. But a series water bloom appeared at 2010 and the polluted water leads to a water shortage in Ohio State. Similar cases can be found in the rivers/reservoirs of Europe and Australia, which require a great deal of human and monetary resources to mitigate or reverse the situation.

Longwanggou watershed, located in Nantuo Town, Fuling District, Chongqing, is close to the Yangtze River mainstream. The main crops are rice, corn, mustard and citrus. The long-term high fertilizer production mode leads to soil degradation and a large amount of chemical fertilizer leaching, and the agricultural non-point source pollution is very serious there. The monitoring station in the watershed can not only automatically acquire the samples of farmland surface runoff and interflow all day to monitor soil nutrients, but also complete the farmland dripping with the fertilizer drip irrigation system and the automatic pump according to the fertilization scheme designed by the research group. The Non-point Source Pollution Remote Automatic Monitoring Station technology originates from the Greenhouse and Processing Crops Research Centre, which is a Canadian agricultural site besides Lake Erie in southern Ontario.

WEMST purport at promoting international cooperation and breaking down the constrictions of discipline and nationality to foster the research of water conservation. A global scope is taken to assimilate the successful management system of huge water body protection and explore the TGR-suited water monitoring and conservation theory and practices. The research outputs can provide theoretical and practical references for similar watershed regarding water conservation’s worldwide affection.

Based on TGR water resources and maintaining the continuous international cooperation, exploring the purification and conservation technologies of the water body, and establishing an early warning system for water quality degradation. Promoting the WEMST as the base of water-land-ecosystem research and cultivating international reseracher of water resources management.
